Well technically the "lasers" in most sci fi is plasma created either by superheated gas or just energy. So it could be stopped by force? Dunno, sci fi has way more fi than it has sci so it doesn't matter really.
So all you need to do is give the audience "rolling shutter" goggles?

We can actually make light stop. Plasma too. It's a lot more complex, though.
So in theory, with help of some really complicated programm, one could stand in front of s camera, swing around one of these Lasers and the programm makes it end at a certain length, the way lightsabers do?
Can the cgi industry unionize to the same level that the practical effects industry has so production studios start using practical effects again?
Any camera with a 2 curtain focal plane shutter will expose the film/sensor like that.

This is the most boring way it could possibly be accomplished.
What you didn't explain is: how is the beam made visible? Laser beams aren't visible. You need something to refract it so that it gets to your eyes or camera.
I will never…ever forget a night club in Bournemouth circa 1992 or possibly 1995. I have never seen a laser show like it before or since. The club was opposite a church with a graveyard. I was blown away, totally.
